Mr Utaibi demonstrates in his publication the decrees issued by the Security Council starting from decree No 660 of 2nd August, 1990 till No 1959 of 22 December, 2008 under para “The Case between Iraq and Kuwait” . They totaled 83 ones , 60 of them were unanimous; 15 were about the destruction of mass weapons, 27 were about oil for food, most decrees were drafted by Britain.
